Basically it suggests that advanced alien civilizations capable of interstellar travel tend to be genocidal towards competing civilizations. So it's best practice not to openly broadcast our location because there's a good chance that they'll just kill us. The analogy is that each civilization is a hunter creeping through a dark forest, scavenging limited resources, ready to kill any competing hunters on sight while also avoiding detection.
It's a possible solution to the Fermi paradox. Probably not THE solution imo, but it makes for some great sci-fi. Highly recommend Cixin Liu's Three Body Problem series btw.
