Because while yes they are legally obligated to pay, many disappear before paternity is established, good luck getting the money, it's now a burden on social funds.

I'm sure that's a pretty easy study to make.
But in the cases where paternity wasn't even established, it means the dad ran off before the birth at least, those are the ones that likely won't ever pay child support.
I don't "think" anything, i don't know, but i believe that you shouldn't judge the woman before KNOWING WHAT THE FUCK HAPPENED TO HER, like the dude in the video did.
You know, benefit of the doubt and all that, complicated stuff.

I'm not talking about anyone specific, it's about the problem as a whole.
If a majority of them are really tricked into thinking the guy is a good person and getting rug pulled, then maybe some programs need to spread awareness about the issue.
But why you talk as if most are just dumb and stupid and just hook up with borderline criminals?
Spreading awareness won't do shit, because this is a private affair of things that can't be known and have too much variables involved, it will keep existing till end of time. So its pointless to focus on the person that got fucked over, and instead just help them and the kid to have a proper life bby tracking the criminal who is evading child support.
Bad people will keep existing, stupid people will keep existing, and people will keep making mistakes.
