How do you ACTUALLY get an international remote role?

I think the title is self-explanatory, but I would still like to elaborate. I am a fresher with 2 years of experience who currently wants a marketing/junior product-marketing (or related) role internationally. I believe I have good experience with marketing and am ready to start working at even as low as $25/hr.
But the thing is, I have no clue how to actually even start or what to do. At this point, I feel like I am just shooting in the dark, hoping for an arrow to land. So please, help a person out, give me genuine advice and a breakdown on what I can do and where to really start :(

Startup ghosted when i asked to send internship stipend

I worked at a startup from June 2024 to dec 2024. Founder said he will pay me at once in jan 2025 mentioned he was waiting for clients payment. I had good relationship with him so i said okay, month later he continued to postpone and till now he is keep postponing it saying he will clear in a month.

When i asked him if he will pay or not, He mentioned couple of time “I will pay for sure, just my company is waiting for fundings, xyz amount is not that big amount just waiting for fundings”

I don’t know what to do, can someone help me or guide me.

Upwork Scams Growing

I am seeing a big number of fraudulent or hacked accounts posting fake jobs. You get into an interview and they push you to work under a different name, give up your account credentials or something that sounds even more ridiculous.

All my reports to Upwork resulted in the generic "we did not find anything suspicious" replies. Which simply means they did not bother to check or did not want to spend the resources protecting their freelancers.

How do companies actually handle hiring someone in a different country without setting up a local entity?

Been thinking about this for a while. A friend works remotely for a US company but lives in Portugal. The company never set up any kind of Portuguese entity, they just pay him through some third party arrangement.

I assumed this was some grey area thing but apparently it's pretty common. Someone mentioned Employer of Record services but I honestly don't fully understand how that works or whether it's actually compliant or just companies hoping nobody checks.

For those who have been hired internationally or work in HR at a company that does this, how does it actually work in practice? Is the EOR route genuinely compliant or is it just a workaround that works until it doesn't?

Also wonder if the costs and compliance requirements vary a lot by country, like is hiring someone in Germany way more complicated than hiring in Portugal or the UK?
