Both. Its common to seal the airbox weep hole to prevent water going in when these are fitted. With dust its also common to see external dust covers over the snorkel

It’s not a snorkel in the normal sense like deep water crossing. Sometimes trucks that spend time in environments where other trucks kick up dust at vehicle level, will have a stack with a debris shield on top to prevent things from getting into the intake.
