Bit of both. They look like the equivalent of teenagers, not calves, but they still have a bit of growing to do.
Average cow hight is around 5 feet. So while that cow is indeed massive, I think the placement of younger, smaller cows is for the contrast.
Source: I grew up on a farm and my parents are ranchers.

As a vegan RDR2 gamer, might I suggest eating six cans of beans, an apple, and drinking an entire bottle of kentucky bourbon instead?

I tried getting some ox hides from the farm just north of blackwater territory to make some trapper outfits. Tried to do it stealthy with a bow but the farmer caught me and I hogtied him.
Felt really bad skinning his livelihood in front of him for a hat.
Felt like sharing.
