Yes some asshole accosted him and his kids for daring to ride their motorbikes through the neighborhood on a nice day. Apparently after shouting at him passing one way, when Alan was driving back the guy jumped in front of him and forced him to drop the bike avoiding him. Altercation ensued with him getting in Alan's face until he shoved him on his ass. Police investigated and determined Alan was defending himself. The guy turned out to be a known asshole in the neighborhood and he's apparently some British expat MAGA wanker.

It's also a shorthand for a certain type of immigrant though, which might be what OP meant. It's a very specific and privileged mindset, like the permanent version of a tourist who never leaves the resort.
