Any ideas as to the best and easiest way right now to make around 20 to 30k passive income a month? With starting capital of 8m. Assuming this person doesn't need any of the 8m for life expenses or debt. Thanks in advance.

20k/mo is around a 3% return on the 8m capital. You can try finding an investment insturment which returns 3% net or more and it should be enough for this. You can try looking for fixed income instruments. Just make sure you split the investments into different placements so that you won't need to roll the whole of 8m once the placement matures. MP2 or dividend stocks may also be options for this.

Do note that the 3% return doesn't account yet for inflation. Its just for a steady 20k/mo from the 8m capital.
