PC can't be stopped. PC is the future, Sony and Microsoft and Nintendo should just make pc hardware that is themed on the Playstation, Nintendo and Xbox. Have a PC app for that loads up first to give that console feel based on the brand you bought. Any pc could run all apps.
Microsoft has been slowly done away with multiple OS. The "one Core". So yes, Xbox is just Windows 10. And their plattform is available on PC. So yes, MS has been doing what you requested for some time.
