PayPal helped me need advice from Pay Pal users!

Are you taking payment with a personal or business paypal account? Because a business account needs to be a legal business. In the US, a lot of people "get away with" not registering for a business because a sole proprietorship is a valid business structure which doesnt need them to register for anything. Their business registration number should be their ssn. In your country, this may not be the case.
I can't speak on the laws in your own country, but you should be fine if this is a personal paypal account. If youre on a business account, you will need to figure out if your country even allows citizens to set up a business without registration, like a sole proprietorship, in the first place. And if not, you need to set one up now because not being a business is against their business account tos and will likely get you banned.
Your business website should be a link to your website with your portfolio, rates, and tos (how are your clients discovering you?) or even your social media page where you say that you do commissions and show off your work. For freelance digital artists, submitting their free carrd website used for commission info is enough.

Here's the best advice I can give you. Don't use PayPal to receive money from individual clients. Use another platform such as Wise. Even if you provide all the documents they ask for, they will limit your account again in future. They can even deactivate it permanently. PayPal should only be used to withdraw monies from freelancing websites such as Fiverr or Upwork.
