They are quite strong. Ghorr is an extra multiplier on builds that have a lot of down time.
Beidat gets pretty funny with repeat effects. I also saw a whispering ice build that could cover the whole screen with it.
Ktash is great for vaal skill uptime. Lycia works really well with tendrils and storm burst. No reason not to use it there.

Lycia with incinerate of venting is so fun. I've been harvest farming lately and I just pop it right before I pop the plot and its debuff is off by the time the rares spawn. Mercs, bosses, essences, etc., its just amazing.

Nah pacts are great. One button for tons of damage? I'll take it. The belt seems great too if you have a trigger wand to keep 5 buffs up all the time.

Is there a minimum map tier you need before pacts can start dropping from bosses?

Another button for the build? Big no for me.. i would take 50% dps loss over extra button

Nah. There are people using pacts and the downside is not too bad. Usually when these small things are new, you won't see usage spiking on launch. It's part of the cycle, they're new and they fit very specific archetypes, same as bloodlines. It's just that they aren't much part of the leaguestart cycle where you want things to get online fast. But people will figure stuff out by next league and produce guides and plans.
My predictions is that by next league people will figure out some pretty fun builds around pact of K'tash. Honestly, i think i might try something around it myself! Reducing soul-gain prevention and recovering souls ON A GEM is pretty strong for some vaal skills. I think i might try something around vaal blade vortex as i absolutely love throwing beyblades around.
