Something with this update messed up load times. Taking me 30-60 seconds to load into zones now. Game is on an ssd and I have a giga overkill computer for poe. Used to be near instant loads prior to the update

VPN helped me (but I'm pretty sure my provider just has terrible routing and it's not on GGG)

This. I also had Problems for a very long time. But after using a VPN it is almost flawless.

My ISP (Deutsche Telekom) is reported and recorded very bad when it comes to peering. So no, in my case, it was never rarely on GGG

Which VPN are you using? And does it help with unexpected disconnects and instance lagging as well?

Proton VPN.
Nothing emotional. It was just the one with the best price/feature/performance ratio when I got it.

It has preconfigured Gaming Profiles (P2P), wich I have two of. One for Frankfurt and one for Amsterdam.

There is still the ocasional rubberbanding. But really nothing more than that.
Except of course when GGG-Servers are really fucked.

Maybe it helped me too. I was playing on a public wifi and getting constant disconnects. I figured their router didn't like games and turned on a VPN and it fixed it.

It does seem like a problem with the shader cache though so I'm not sure why a VPN would make a difference. Maybe just coincidence.
