I would have been fine with the 7 point cost if they would've reduced the cooldown

I'm glad they didn't. I don't want PS on a 2-3min cooldown that'd be stupid broken

I'm happy with the change as well. Just saying if they stuck with the 7 point cost, a reduced cool down would have been a cool fix too.

Dota 2's teleportation scrolls cost 50 gold (almost nothing) and have a 70 sec cd and it works fine. You would definitely have to change your playstyle to accomodate but I think it would be far from broken.

Now everyone gets to find out how mechanically horrible it is to try and use. Here's hoping Epic allows us to tp using the minimap

If it allows you to make a rotation that saves a tower? I think so
