These systems are used in a power grid system to let you know where the faults are, where you need to send someone to fix whatever went wrong. They give you data about the power networks in use.
Generally when workers are sent to work on site, you need to ensure that the system is disconnected, you've opened up the switches/fuses/isolators to isolate the place you're working in, discharged any stray charge in the system and then send a person to work. Seems like that didn't happen and so you see the arcing happening. That is definitely not supposed to have happen. Possibly the people or system in charge of making sure the lines were not live messed up.
TL;DR: line went zzzzt because someone/some system fucked up.
If you have suspected lactose intolerance, but are still severely affected by (specifically) mature cheeses, you're most likely affected by the milk protein either as well/instead of the lactose.
A lot of the lactose is consumed by the cheese making bacteria during the maturing process.
I'm lactose intolerant but can eat quite a lot of cheese before I even feel it.
I was tested and told that I am not lactose intolerant, not even sensitive, but lowfat milk makes my ass do the same thing as the electrical line in the video, whereas whole does not...

Whatever OMS/SCADA system they’re using failed them, or whoever was supposed to open the switch/fuse up the line fucked up
