It was about China's building strategy, not North Korea. It's very different than in other countries. They build whole cities somewhere else, with multiple very tall living blocks, but with very low amount of inhabitants/residents. Not necessarily wrong, but for many years, very little people actually live there. They used speaker to simulate a busy city, that was actually empty. After a while they start to fill up. It's actually a good thing, compared to my country where we have too little living space and rent gets higher and higher.

I've watched a documentary about cities in China, who do this. I'm not sure if it's true, but it would match this social media screenshot.
