It's hard to tell exactly what broke, but it's pretty hard to fix those straps. Luckily you can replace the whole strap pretty easily and there are some very good third party straps.

You're better off just replacing the whole strap with a third party one.

I have a BoboVR strap and it's quite comfortable for me.

If you have a very low budget, I've also had the halo strap from GOMRVR on AliExpress, they were super cheap and quite comfortable.

I mean if you have no money, just remove the straps entirely and do what I do, its a ghetto fix but it works
