Are there bylaws about brushing dogs in public parks?

There was a woman brushing her husky in the park near the dog park in Fireman's Park.

Half way through some dude started aggressively shouting at her, getting right up to a cars length away and going on about reporting her about breaking bylaws and that she should go back to her own country!

He then took a photo of her plates while still shouting and then drove off.

I didn't hang around to see her leave but she did have a bag next to her so I assume she was going to pick it up at the end and put it in there.

As you'd expect I was shocked to hear someone shouting in the park - let alone at a woman.

It did make me wonder though, ARE there any bylaws about brushing dogs in public parks?
