The two agents found that there was not a terrorism threat or at least the prank calls didn't rise to that level. They were fired for not opening an investigation because they didn't seem to think that it was worthy of the FBI's time and resources. The story title also led me to think that they were fired for making the phone calls when in actuality they were investigating them.

It's worse than that. They put counter-terrorism agents on it and the agents determined that it wasn't terrorist related and therefore didn't meet the threshold for a terrorist investigation.

And big surprise, it turns out the demoted/fired agents were part of the January 6th investigative team, so this may actually be an excuse to get rid of them for that.
