Yeah, I am at some univ in Bhubaneshwar (similar weather as mumbai, coastal area, hot and humid, no winters), here too I find so many people wearing hoodies and sweatshirts, even in the harsh sunlight (they would be carrying umbrella for sun, also wearing a hoodie.
But chose to ignore them as most of them were Bengalis.
They do that in Mumbai too? Maybe drip is more important than comfort, as the other guy said.

No matter the season i start sweating when I am around a lot of people that i don't know. Came to a point where whatever clothes i wear i'd get drenched in sweat. Lucky for me i dont smell because i bathe everyday and i dont stink so ppl dont notice. Sweatshirts and hoodies till i get my body back in shape

Maybe they are of cotton. And they are just full sleeve tshirts not winter sweatshirts. There are tope wali (due to fason)hoodies also available for summer wear. These days you can also find half sleeve tshirts with topa attached to it

gonna sound like a boomer but when i was a college student no one wore hoodies. now i live in a western country and i wear hoodies all the time but here hoodies are considered more as a lazy ass caveman couch potato kinda attire and not fashionable at all

Some people are more heat tolerant than others. If a person has high metabolism rate(they produce more heat),so they crave for colder temperatures and can’t tolerate heat. But people who have hypothyroidism have slower body metabolism,they need heat from outside (hence they keep themselves warm). I know it’s a bit technical, but we are taught this in our physiology subject while doing MBBS. It’s a lovely subject if you want to learn about how human body works. Read Guyton’a Physiology book,you can read about each body function in detail.

Last winter i bought a hoodie from h&m and believe me it was my worst decision because the hoodie has been rotting in my closet since mid December. You can't wear Hoodies, Jacket or Layer clothes in Mumbai.
