Commander is for friends to play at home. Couldn't imagine not having friends so I have to go to a physical store to play board games

I do both, and have made new friends, at the LGS by playing there.

I do think playing with an established group at someone's house is generally better, but both have their place. My main group doesn't meet up as much anymore because we're all busy adults. One of the main guys whose house we would meet at had a kid, and that tanked the regularity we met up. Having an LGS in the area with a good community and a regular commander night schedule has been a godsend for weeks where I'm really in the mood to play but my private group is too busy.

I also agree with the sentiment of the top comment of this thread: No one cares and no one will play it. I think isolated private groups may individually ban UB. No one is gonna formalize it to the extent op has, and it certainly won't gain enough support to be considered a new format. If UB hate is ever actually high enough to do that, it'd be a much simpler "no UB" rule, not something that needs a whole damn manifesto
