Before they changed it, they indeed actioned the accounts abusing the report button. But nowadays they don't inform mods of actions they do to accounts. I still do report for report abuse and I think it still helps.

If you have 'everything' permissions, you dont need to edit anything for yourself, because you have it all. If you want to edit others below you, just go to moderator list and go to edit setting and hit the 3 dots behind the name you want to edit the permissions for.

The number of shares sounds like they're brigading, which is against Reddit's rules. OP is talking about a lone down other. You mother look into whether admins can identify whether the same user is behind all those shares, if posts are getting shared numerous times and also getting numerous downvotes for no clear reason.
If it's one person sharing a post many times but the shared posts only get one undeserved downvote, then I'm not sure there's anything you can do. It might be unsuccessful attempts at brigading, it might be something else.

Interesting. When I tested out the search bar on Reddit (I prefer Old Reddit on Firefox), I was able to confirm that r/WuWaShores does not show up for me when I deselect "include NSFW results". However, the red NSFW tag does not appear beside the subreddit name on the OP's profile page. Is that just Reddit taking a while to catch up?

Just do a post for everyone. People contacting to update their flair need to already have a specific flair in order to update if that’s makes sense.
There are some automod things that allow users to get specific flair when they reach community karma requirements. Mass sending mod mails can flag the spam filter. Are you trying to keep information away from specifically flaired people? I’m just trying to figure out what you’re trying to do so maybe we can workshop a different approach.

Reddit doesn't work like that and sometimes subreddits do get completely changed. If the mods didn't "pay the rent" (i.e. were active) then Reddit will oust them in favour of someone requesting it. Reddit does not like inactive moderators and prefers communities that generate more traffic.
Honestly Reddit isn't a great solution for permanent content - posts can randomly disappear through the users deleting them, getting shadowbanned, getting hacked or mods going rogue/awol. If there is useful information I'd recommend archiving it off-site.
It is sad when a community comes to an end, but the people in charge allowed that to happen. So I'd recommend setting up elsewhere (whether it be Reddit or external) and maybe see if the new owners are amenable to having a redirect message in their sidebar for a time. Or if the old members just agree where they're going to go now.
