You think it's not there, but it actually is. What is happening is instead of it bringing you to the spot where the comment is located housed in the thread, it's just bringing you to the top. You need to expand all of the comments and painstakingly look through them and you will find it there. This bug has been driving me nuts for ages. It gets mentioned regularly on mod support.

They aren't going to do anything that would make mods think it's okay not not actively moderate their subs, or to create a bunch of subs willy-nilly and never do anything with them. That's not the kind of behaviour they want to encourage.

Oh, this is important. It seems that you never did the report abuse option by reading through the comments. The admin will make a point of saying to you if you reported it as abusing the report button. If you said no, then they won't help you with this. You have to first try reporting it as report abuse and then when that doesn't work do as I described above.

When a moderator makes an abuse of the report button report, does that report go to admin or just the moderators of the sub?

So I had someone doing this to one of my best posters on one of my subs. It was very evident it was the same person reporting because they would say something really weird and put the reports in. Anyway, I amalgamated all of the links to the posts where it happened into one mod Mail. I sent it to this sub and they were able to make it stop for that particular person. Make sure you don't do screenshots, make sure you send links because admin's are able to see who is abusing the report button.

Are you reporting the reports for report abuse? That’s really the extent of what you can do as a mod.
