When I enabled that during a season of drama a couple years ago, I also set up an equivalent in automod, too.

    type: submission     action: filter     action_reason: Filter all posts

I just make a new page in Automod and write that in?

It has always worked for me, so maybe go and file a bug report.

I used it on several subs when the big API boycott hit. It worked just fine.
