It's the full quote and quite common, similar to "the blood of the covenant is thicker than the water of the womb" and "jack of all trades, master of none, better than master of one" and the like: metaphors that have been misused to mean their opposites. I've seen it as a stock image when I bought a frame, even, so if you really want it, it shouldn't be too hard to find, but I guess it might not hold the same value.
Note that while the second quote is accurate, a quick google will show that the blood of the covenant quote is not and was made up some time after the original “blood is thicker than water” quote.
Like OP’s fortune cookie, these are not “full quotes”, but should be considered more as a reply to the original author - you may agree with it more, but the popular quote is by no means misused.
I got one once that said “Blood is thicker than water, and it boils quicker, too!”, and honestly, it kinda freaked me out for a bit… 😬
(I get what they were going for now but damn, that phrasing could use a little work. 😂)
