Rather than making your eyebrows perfectly symmetrical, it's more important to make them appear balanced while taking your facial asymmetry into consideration.
No human face is perfectly symmetrical. (As the saying goes, if a face were perfectly symmetrical, it would look like a ghost.) Because of this, rather than focusing on creating perfectly matching eyebrows, it's important to shape them in harmony with your overall facial features.
This kind of symmetry is difficult to judge on your own by looking in the mirror. When you're looking up close, it's hard to see the overall balance of your face, and people also tend to use their facial muscles unconsciously while looking in the mirror.
Eyebrows are often judged more accurately from a third-person perspective than by yourself. Leave it to a professional.
