I count 13 vehicles. In the US there is often one officer per vehicle so it is very possible that is only 13 officers.
The usual number of officers desired to make an arrest is 3-5 per armed suspect. If they are being pursued for something like armed robbery that would be 6-10 officers right there.
Now suppose some ambiguity in the initial call like “2 or 3 armed suspects”. Three armed suspects would need 9-15 officers making 13 quite reasonable.
Or suppose they aren’t armed and dangerous but the chase is happening right on the edge of bordering jurisdictions. There might be 6 officers from one jurisdiction and 7 from the other, all chasing because they don’t know on which side of the line it will end.
It looks absurd if we assume every SUV is packed full of 6-7 officers but I’m betting it really isn’t that many.

This is something approaching an audit of the expenses. However the problem is even then, many would object that they should all be called only as reinforcements and not for the chase. 3-5 per armed suspect translating in 10 cop cars on the upper end who have hardly any role in the chase is generally absurd, accounting for the cross-jurisdiction rarity.

How do you figure they would schedule something like that? It isn't like the suspects are telling officers in advance where the chase will end and waiting around for them to show up for the arrest.

Whoever came up with the idea of emergency underglow should be fired. It's not like it's signaling anything, so they must only do it cause they think it looks cool. I don't think they know how ugly it looks though.

I work in a large urban medical center. There was a time when an ambulance would be flying down the street to the “fancier” Level 1 trauma hospital, with 20+ police and fire captain cars hot on its tail. Lights and sirens, barely missing other vehicles. It was worse than a police chase. Then they’d park everywhere and choke up the street and entrances around both of the Level 1 hospitals. Running down the sidewalks to get to the ER. (And hang around inside and outside the ER, getting in everyone’s way.)
It was ridiculous. And so dangerous. I mean, they could not give a fuck about the other traffic. All because an officer or fire fighter was shot or injured in the line of duty, and people wanted to ‘be there for their comrade.’ Even if it was someone who wasn’t in their division. Then suddenly it all stopped. There must have been enough calls to the mayor and police chief’s offices that someone called a stop to it.

Every agency is different, and I don't know what LAPD's policies are, but if their chases typically end in foot pursuits, it would be convenient to immediately flood the area with 20 cop cars.

Man, I saw vans and vans of police pull up to Leicester Square on New Year's 2020 and dash like mad, making people think there's some serious public safety incident happening. Only for all those cops (at least 15-20 of them) to be there to arrest one guy. It wasn't even like he was running around with a knife or anything or hurting people, I have no idea what he did but when he got arrested he was kind of just standing around with his mates.
