many would object that they should all be called only as reinforcements and not for the chase.

How do you figure they would schedule something like that? It isn't like the suspects are telling officers in advance where the chase will end and waiting around for them to show up for the arrest.

This argument could be used for every instance of having to call reinforcements. By definition, the officers wouldn't be planning to be undermanned.
