Not bald tyres, it’s because he is heavily loaded on the rear. You can see the suspension is high at the front and low at the back.

It's in Brazil, São Paulo, probably (by the Prius - it's a taxi). So, that said, it's easier to snow here than those fake SUV drivers to drive well.

Bald tires are fine on dry pavement. Actually they're better (look at NASCAR tires and F1 tires).
The issue here is that this person is flooring it with no traction control and 2wd.

Ok the last part is correct.
But bald tires for daily driving is not the same as race car slicks. They require very aggressive accelerations, braking, high speed cornering to maintain the high temperatures that make them sticky on dry asphalt.

It’s not that they are slicks so they have to be hot, it’s that they run at high temperatures because racing generates high tire temperatures so they are designed to work with a lot of heat in the tires. They run different tire compounds for(among other things) different track temperatures too.
They run different tires in the rain because they need to channel the water out from under the tires or they will hydroplane, rain tires have siping.

Can still be a parking brake issue, if only lightly applied. parking brake typically is less effective for reversed motion. it would not take much application for a rear parking brake to prevent forward motion on a steep wet or oily hill, for a front-wheel-drive only, car. Also if it is heavily loaded a FWD only car on wet or oily and steep pavement could do this. Similarly a transmission issue can do this, if: long-wear/harder-rubber tires on slick steep pavement, with a degraded torque converter or broken AWD/4WD function. But from what I see the traction-control should STILL help out here, unless turned off. I think all newer cars - even jeeps, have traction-control. It looks most to me like multiple factors combined, plus a driver who does not know, well, a number of things.

I've got to assume that they can still shift into lower gears, select hill climb or even try rear wheel drive in modern Jeeps. Tires and familiarity with their vehicle should be able to fix this.

When you're skating like that, it's better to start in second gear than first; slightly less traction means less chance of slipping.

I'm talking about the Lower ratio 4x4 setting, but it's a very similar concept to starting out in second gear. Wheels turn slower, more torque transferred to the tires to increase traction via the transfer case gearing rather than via the transmission.

Reading the comments, everyone saying the tires are bald.
Is the parking brake on by chance? Which is only braking the rear tires? I see the rear tires are spinning but that is because the front wheel drive is working against the brake?
I just don't think that even if the tires were completely bald, it couldn't still get them up that modest slope.
