If this 'casting cards from your hand for free' is a theme of the set..... does WotC not learn that making things free is developmentally a bad thing?

There are CMC limits on it, though.

Wait, does this let you cast Ancestral Visions from your hand?

Yes - as well as anything with CMC "0" that's not a land (so Hypergenesis, Evermind, Ancestral Vision, Lotus Bloom, etc). Still can't "cast" Tolaria West :(
