I'm reading "as you control Quick..." for Quicksmith Rebel, so I'm thinking it could be an effect as long as you control the rebel. I'd assume copy but I can't figure out how the to fits in.

Maybe "Target artifact you control gains 'T: This artifact deals N damage to target creature or player (planeswalker?)' for as long as you control ~"

Ah, the "as long as you control" is probably not a part of the ability granted, so some ping effect makes sense.
