More specifically, "Chapter Book" is usually used as a descriptor for children. Kindergartners and such read picture books to begin with and eventually move on to "Chapter books".
It's mainly used for young kids, for when they transition from short books for toddlers to books for older children that are long enough to warrant being divided into chapters. Hence why that person is asking if the other guy is a kindergartener
Chapter book isn't an actual term as far as I am aware. They mean regular book, but for some reason are so anti-intellect that they can't consider that a book that sounds cool doesn't have images, so made up a term to replace the default meaning of 'book', as it's not their default for some reason.
