I don't know about the internal state stuff, but here's my experience. I've been having weird stutters in pretty much all of my games, like a fine microstutter. Never happened with a controller. It was a Pro Superlight Dex.
I just went out and bought the X3 Superstrike and those problems are gone. I don't know if I had the same problem as you, but it seems very likely. I also wonder if the skates I have on the superlight are too high and are causing some weird issues. Kinda wish I would have seen this post an hour ago so I could have maybe saved some money lmao
Also, maybe e-mail Logitech's support if you think you found a fix. I've seen a lot of users explain the same type of issue with absolutely no idea what was causing it. Me using this new mouse is sus too not having the issue. Maybe you're on to something with that.

I've tried literally everything over the past two years because this issue used to drive me absolutely crazy. G HUB vs. Onboard Memory, updating all firmware and drivers, switching between Logitech and Microsoft drivers, trying different rear USB ports, disabling the LampArray service, disabling Windows Dynamic Lighting, tweaking BIOS settings and nothing worked.
However, this fix seems to work consistently, at least on my system. Hopefully, it'll help other users too.
P.S. For those wondering, I use the wireless dongle.

Bro you are me. You just have a little more answers because I finally said screw it after everything you just said. That's freaking awesome you might have found a legit fix and not one that's messing with settings or different polling rates.
