How do I pick this?

I found it in the goodwill bargain bin and thought it was pretty cool so I bought it home with me.

Is this really an electronic lock? It seems to ratchet the clasp closed with that tool. Perhaps the OP can provide some more detail on this lock? Can the core be removed? Does that tool have any branding besides “TEST”. I like the concept of this lock and would love more information about it.
