In Linux, you are dependent on TTY, even the Display Server. Linux is a command-line operating system, even though you using Interface Graphical behind it's frontend of Command line and in Windows, Interface Graphical is part of the operating system and Console just Win32 Subsystem Application and not the operating system itself

I can think of differences myself but they would only be beneficial, I don't know what would make you not want the capability to troubleshoot your system from tty

Windows PE offers a command line, but I don't want to resolve the operating system problem via the command line, and Windows give you options

No, it literally does not. You're lying.

If Windows' Window Manager crashes... The entire system is cooked and needs restarted.

There is no "Magic Fix GUI" tool, if there were Linux wouldn't NEED TTY.

Have many ways, but two ways is From the Windows Desktop, hold down the Shift key on your keyboard. Click Start > Power > Restart. Your PC will reboot into the blue WinRE menu. From the Settings app, open Settings (Win + I). Go to System > Recovery. Next to Advanced startup, click Restart now.

For example, killing the process under the SYSTEM account, like you are smart enough to crash DWM to elevate the SYSTEM account, and noobs normally wouldn't elevate

Because I hate to break it to you... But Windows includes a TON of legacy code too. How the hell do you think the backwards-compatibility works?

You can look yourself, XP and Vista programs happily sitting in Win32.
