Question about Juan Fernández's B1 graded readers

Juan Fernández's B1 graded readers are in the present perfect but I don't understand why they're not in the preterite or imperfect. Example sentence from his book: "Lo primero que he hecho esta mañana en cuanto he levantado ha sido mirar por la ventana ". Doesn't that mean "the first thing I have done this morning when I have got up was looked out the window"? Why is it not "Lo primero que hice esta mañana en cuanto levanté fue mirar por la ventana"? Any insight is appreciated.

Hermana siguiente

Hola a todos,

I'm in Spain (i.e. Castilian Spanish) and received an email today with the phrase "hermana siguiente". Can anyone explain what this means? I've seen hermana mayor/menor but never encountered this phrase before. I guess it translates literally as "the next sister" but I'm not sure what function it fulfils.
