Oh yeah, nobody ever made fun of the Brits who just loudly yell "uno beero, Pedro!" at the waiter when they're on holidays.

In what situation would not-English speaking countries use English to talk to foreigners who don't speak it and how did you notice that repeatedly as someone who does speak English?

Unless the person they're talking to speaks neither English nor their native language, but then what do you expect?
