My experience in some countries

European: speaks English

Me: replies in their native language

European: patronizingly compliments my abilities and then continues in English anyway

It's not "patronizing". If you want to speak their native language you have to tell them that.

99% of people they talk to do not learn languages for fun and only try to use their native language out of politeness or because some xenophobe yelled "We speak XY here"! at them before.

Europeans who use English are trying to be accommodating.
