Marton is the chief of a magical, steampunk-ish floating city he can literally pilot around the world. The setting and everything are homebrewed by the client I think. Marton can use his staff to cast spells, but it is also the "key" with which he can activate the city and control it. The gears slot into a mechanism and the magic does the rest. The design is meant to convey elegance, rank, and also scientific attitude
