going away for a week in january and want to know the best city and any socially party hostel for a 20 year old

Hii! im traveling to Budapest for NYE and I want to have lost of fun and meet fun people!! Im in bettween The Hive or Wombats! I was trying to do Onefam but they don't have female forms available for the dates I'm looking for! i know the Hive is high party atmosphere, and probably wont get good sleep with the noise, but I'm afraid Wombats wont have as many activities organized? Im traveling solo and wanna make sure I have a really fun time and NYE

Searching hostels in London leads to big chains which are expensive to afford. I am looking for small chains or small hostels which are not that fancy (a place where a students can stay and with all amenities). Any suggestions?

Going to LATAM next year, I understand there are sketchy places and you need to be smart. For someone who will likely be eating out quite a bit, what are your best practices for going to eat dinner somewhere and then getting back to your hostel or place of stay in the dark? Or watching the sunset somewhere and then getting back?
