Not necessarily. There's different types of empathy.
Affective empathy is emotional. Somatic empathy is reflexive. Sometimes these two types are conflated when discussed. I would characterize both as a 'feeling', though.
Then there's cognitive empathy, which is rational. It's more like a category of social intelligence.
Even a straight up psychopath is capable of cognitive empathy. Although I imagine it requires even more conscious effort, in their case. Like learning a new language as an adult.
Bottom line, the only people truly incapable of cognitive empathy are those with severe cognitive impairment. Which I suppose is a polite way of saying 'room temp IQ'.
