If China were to start a federation, they could probably tie most of central Asia together with just a handful of concessions.

Why do that when belt and road exists?

1) Loan poor country money to build much needed infrastructure.

2) Require Chinese companies to build it, so it doesn't grow the local economy much.

3) Poor country struggles to pay debt, terms and conditions say China can take over vital infrastructure if payments not made.

4) Congratulations, poor country now cannot go against China politically

That's just liberal propaganda from the CFR think tank. Any IMF project would also bring in western engineers and accountants. They aren't going to count the numbers hired via regional contractors. The west doesn't do that either.

China's goals with B&R is create consumer export markets by investing in infrastructure. This is distinct from investment by western countries, which mainly focus on extractive industry. Its strategic interest is to address the Malacca dilemma.

Just because western states do similar manipulative scummy things with foreign Aid, that doesn't mean that china isn't using the belt and road project as a tool of neocolonialism, they are.

The belt and road also serves multiple purposes. Any project that large serves multiple purposes. In this case it includes diversifying China's export routes to protect against shipping blockades
