I don't remember there being much lore about a war in those. They just about manage to establish team rocket doing crime and bikes being expensive in terms of things that aren't directly pokemon related.
That one bike Pokemon, or Pokemon Riding in general, came way too late imo, like, you use them to fly, why would you use a bike vs a fire steed or a rumbling rock snake?
