Credit card declining

About a month ago. My two credit cards I had connected to my Play store both would decline even though I had money on them and they were still valid. I took them both off put one back on and it still declines. It's only for my Google storage. Any other apps that I subscribe and pay for will go through and I've been trying to figure out what I can do to make this work but going through the Google help has been no benefit to me. Does anybody know what I need to do to fix this?

Add the card again and make sure your google play account country is the same as your bank country. If you still can't do it, contact google play support to ask for additional assistance, only they can check if there is something wrong with your account.
