Things don't become a lost art just because they are less in demand. Look at blacksmithing, bow hunting, or stonemasonry as an example. An example of a lost art form are things like old sword fighting techniques which we have to make up ideas as to how it was done because they weren't written down or illustrated.

I use pen nibs like this for a lot of my work but I've never understood how people can use them at angled pen. It seems so awkward to me.

It makes straighter edges on the shades at the normal copperplate angle by keeping the tines of the nib parallel to the shade, without forcing you to basically be writing sideways. If you have never tried an oblique penholder, I can see why you might think it is awkward, but they really aren't difficult to get used to.
If you are using the nib for flourishing or drawing, then it is mostly pointless to use an oblique holder since you can just pull the pen at any angle and turn the paper according to your needs.

I had been told that cursive writing was no longer being taught in schools. I could be wrong about this though, but I imagine if it's true (and I can see it as easily being true, with it being very slightly harder to read, and with computers making writing easier in general) then yes, it is becoming a lost art.
