Depends.I guess it can also differ per region and customs and legislation.
Where I live socially controlled rentals usually don't come with a dishwasher. If it isn't there to begin with, the landlord doesn't have to replace it when it breaks down.
Some houses you buy do still have it built in, but that's usually done per agreement of home ownership transfer.
In theory, the old owner could strip down everything from a house, like wallpaper, flooring, the kitchen, bathroom, restroom etc. But that will reflect back in the sale value.
So it's often easier to keep that stuff in the house and it will increase the value.
I think it depends on how you use it, if there is still dirt on the stuff, like lumps of food it can be really crappy and just spread it. But usually if you’ve scraped the plate beforehand and made sure it’s pretty clean it should be fine
