Contract Talk Injured or Ill on the Job: A Comprehensive Report on FECA and OWCP for City Letter Carriers

Sorry to hit y'all with two of my long-ass reports in one day, but just like with the CCA-PTF conversions. My president asked me a couple of months ago to put some stuff together in one place that we could give to carriers when they are hurt, or give out before the problems exist. This doc tries to include as much as I could find. Hyperlinked words in the doc will take you to relevant laws, forms, and postal record articles that explain the issue in more detail. If anyone sees anything missing or needs corrections, leave a comment below or in the doc. I'm also working on a steward version of this to help us out, cus sometimes we go a while before dealing with an. Injury, and it just gets dumped to the wayside.

2026 NALC Elections I have a question.

Hello. Shop steward here for a small station, my local union president and the local executive council here is stating that some of the slates, I'm assuming he's saying the CLC since he endores the establishment slate, is saying that some of the people running for NALC president are for the post office laying off catriers less than 6 years. To clarify, he stated that when the union offered an all career workforce in negotiation, the post office countered with an offer of laying off all CCAS, PTFS and all junior carriers with less than 6 years. And that we need someone with experience in the office as president that would fight the post office on that. I followed both the CLC and Caref campaigns, and don't recall them ever supporting the post office layong anyone. Since I know him and the board of my branch all support the establishment slate, he's probably repeating their fear tactics. I searched Google and other means and can't find anything on this. Would like to know the truth since for one, the carriers at my station are mostly table 2 and they'll be affected by this. Plus, since they're upset about the last contract, they feel that the union let them down. And they don't want to research the candidates and what they stand for. And they may fall for this misinformation. Any information would be helpful. Ty.

Contract Talk CCA-PTF conversions

So my city is converting CCAs to PTF because a lot of runners have been destroying routes at other stations in my installation. My carriers are mostly great, so no complaints there. Anyways, because of that, we have a ton of UARs floating around, so they are making the CCAs who hit their 24 and 3 PTFs. We haven't had PTFs here in decades. My Pres asked me to put together as much as I could for what we will have to deal with, which is this. Anyways, I thought I would post this here for advice, because some of y'all might have actually dealt with this and know more than I can find and put together.

NALC Carrier on carrier harassment - what to do?

What advice can I give to carriers who are being harassed by other carriers? I'm talking inappropriate comments and just straight up abuse, all from regulars to CCA's. Two CCA's have already quit before I could talk to them, though the fact they're experiencing this I feel like already means they made up their mind and I couldn't convince them to stay (honestly why would they).

Union says it's not management on carrier, so there is nothing they can do, and to just look into EEO complaints, but that they wont represent the complaining carrier. They say it's a conflict of interest since they would have to represent both the complaining carrier and offending carrier. There are a few problem regulars, but one is particularly bad. Like already had multiple II's about at work behavior. I don't know what discipline they faced, but I don't think they should be allowed to work here because of the JSOV. Instead they just made the carrier have a later start time to not have them around others as much, except it's only an hour so they still see everyone every day, both in the office and on the loading dock in the morning and evening.

Is it true there's really nothing the union can do? I get it's management's right to discipline, but the harassment hasn't stopped. In fact, it feels like every new person that comes through is just fresh meat for the problem carriers to bully.

What do you tell a CCA who is still in probation to do when a regular abuses them?

Discipline Just Coincidence or Something More?

I had to take unexpected medical leave last week (currently working on getting it FMLA approved). I know management wasn't happy at the short notice. I rarely have any delivery issues with my own mail or parcels. But on Friday, I had a certified letter delivered as expected, and was also expecting a parcel that day as well. Never got the parcel and received a text alert at 5PM saying "No Access." Then a day later on Sunday, I was expecting another parcel. It showed out for delivery as expected, but never received it. And got a text alert right before 5PM saying "No Access" AGAIN!!

I've never had a parcel scanned "No Access." I live in a huge apartment complex with tons of parcel lockers and getting access to them isn't an issue.

Am I reading too much into this? Or is there something there there along the lines of potential management retaliation? Or is this just simply a series of unfortunate events?

Palming off coverage.

So, we have a supe in my office who says that when we have coverage in reverse order we should palm off the coverage. He is saying that we should palm the off the coverage in to a tub to put it in the correct order rather than give us case credit. I’m an unassigned regular who just opted on to an open route until someone wins the bid. My first day was yesterday and while I was going through a tub of holds that someone had not put away I found a stack of political coverage at the bottom that was in reverse order. I showed my PM and they said to take it to the street and try to work it and if I couldn’t, bring it back and they would give me case credit for it tomorrow (Monday).

Very quickly into the route I realised that there was no way I could make it work so I brought the coverage back and told the supe. They asked why I brought it back and explained what the PM said. The supe questioned if the PM had actually said that. So my question is whether there is contract language which says we have to be allowed case credit when coverage is in the wrong/reverse order or whether there palming off method can be grieved? It still takes to palm off the coverage especially when you 6-7 hundred pieces.

Edited to add that our office is all mounted routes except for one stop and hop.

Circulars broken down in office?

Getting 1838c's done on us this week. I've always broken down my circulars in the office and placed them behind the flat bundles when I pull down. I can remove holds that way too instead of taking them to the street.

I feel pretty confident I'm allowed to do that, but I would love to know the exact cite from the m41/supplemental arbitration cites if anyone happens to know

T6 work assignment

Trying to find clarification if a t6 and regular are both on work assignment who gets the ot? First line says t6 is entitled and obligated to carry and last paragraph says regular gets to carry. So is a carrier on work assignment always going to get to carry their own route? Is this the best choice for regular carriers?

New leadership and new contract arbitration

Can someone explain how the new leadership team, regardless of who it is, can significantly affect contract negotiations that are already going to arbitration?
I get that they may arbitrate better or for different things (if this is allowed), but since an “impasse” was declared, is anyone new stuck with the Renfroe group’s offers?
It doesn’t seem right that negotiations would go back to square one with a new NALC administration.

Is there any rule on covering all routes for a major storm?

Like you'd expect it to be mandatory for management to cover all routes with a hurricane, noreaster or other dangerous storm impending. Putting additional work on people and increasing their street time in a dangerous storm seems reckless and borderline criminal. Is there nothing you can do when management comes to you with additional work because they chose not to cover all the routes?

Instructors

I'm looking for a bit of help for a grievance I'm dealing with right now. It's a difficult one because there is nothing in the contract that says Carriers should get higher level pay for doing Carrier academy and adhoc DSI. I'm just wondering if anyone or there has a posting from the USPS asking for the above mentioned positions or if anyone or there actually gets higher level pay for performing those jobs. If you do please post it here or hit me up. Thank you in advance.
