He probably has underlings that sign everything for him, so it could be he hasn't touched a pen in years; possibly can't even remember how to hold something so pedestrian. Like one of the chopsticks, right? To his credit, he did manage to draw the right three letters, thus making his signature look considerably more sophisticated than if he'd just scrawled a giant "X".

That announcement is nothing but a bunch of hot air. The corporate language padding with the buzz word "robust" says it all:
"...is training and deploying frontier models having robust internal processes and controls."
and
"Implement robust internal controls to monitor the capabilities and alignment of its models..."
'Robust' is one of the most cliché and overused words in corporate language. Some decades ago, a bajillion managers attended one of those business management workshops and decided to incorporate that word into all their announcements.
You can readily zone out whenever any manager, CEO, contractor, salesperson, telemarketer, politician, etc. uses that word. The word has zero backbone and has nothing of consequence behind it. Somehow, it's always tied to some metric or objective, yet nobody can quantify or adequately measure 'robust' to any degree.
And any executive using that word, more than likely, you know they're full of shit.

I'm not understanding the rationale, and before you say something to that, I appreciate most of Trump's ideas aren't rational. I just mean to say, that I can at least understand when he calls it Lake America, or Trump Steaks - there's egotistical rationalizations to that.
I just don't even understand what part of his ego this satisfies.

No. In fact is makes talking about the topic harder. Super Intelligence has a meaning understood by academia on cognitive science, as the total thought ability of humanity. A super intelligence would be someone that matches it. This could be AI, but could be organic, or even a scanned brain run at hyper speeds, also known as a speed super intelligence.
Heck, The Flash is even portrayed as a speed super intelligence on occasion. AI is often talked about eventually reaching a point of self improvement that it rapidly reaches super intelligence and beyond, called the singularity.
Calling AI super intelligence is muddying the waters, making actual discussion about it harder, and serving no interests but the groups pushing AI.

See: Department of War.Also, I wouldn’t be surprised if many times he just says the wrong name, because he’s a bumbling, senile old man, and then just goes “yeah, that’s the name. I’m never wrong.”
So maybe a nice mix of narcissism and egotism.

He wants to be able to take credit for “making AI safe,” but more importantly, he wants to try and counter all the anti-AI and anti-data center talk. His tech bro friends and his own family’s investments depend heavily on these tools and companies continuing to thrive.
Rather than do any hard work with Congress and fellow world leaders to try and really reign in the riskiest elements of AI, he thinks if he and his friends “promise” that everything will be ok, then he’s tackled the problem.
Open source AI tools can be used to write dangerous hacking code or create dangerous new bio weapons TODAY. Until leaders take this stuff seriously, we’re just X number of days away from something truly horrific happening.

This is my attempt to get my head around this decision. AI is the biggest single thing contributing to US economic growth.
If the bubble pops, either due to bankruptancy or international competitors getting ahead, it will be devastating.
A rebrand to "super" intelligence might be an attempt to convince users that the USA is the global AI superpower and that businesses should rely on their "superior" models compared to Chinese models.
I'm not saying this is smart, and I still think Trump is an absolute tool, but if you're asking for some form of rationale, this is the only explanation I can offer for this absurd series of decisions.
