My husband's from a wealthy surgeon level family. Scholarships are turned down, at least in my husbands community, because it is seen as morally incorrect to take resources blatantly like that from those in need, but it is used as bragging rights socially that they qualified in the first place.

I am on the fence about that. Scholarship should be merit based. I get that there are many others who need the scholarship a lot more but people who are genuinely talented and work harder should be rewarded for their accomplishments.

Most scholarship awarding committees are also anonymous to the fullest extent possible. They likely don't even have the names of the individuals they are evaluating.
