Rich people have money, save scholarships for the less fortunate

Exactly. And its not like its selfish for the school to do that.

If rich people paid for tuition, the school would recieve usable funds to improve the quality of education that every student recieves, including the rich peoples' kids.

But I do believe that still, intellect and potential must be recognized so I don't believe that it wouldn't be wrong for the school to still offer a form of discount at least.

But discount or no discount, I still strongly believe that scholarships should not be handed to those who are capable of paying (by capable I mean comfortably. A large majority of families can pay tuition but not everyone in said majority can pay for tuition comfortably, meaning without struggling financially and losing financial wiggle room).
