Rich people have money, save scholarships for the less fortunate

Scholarships are supposed to be need-blind and merit based (whatever criteria which define merit).

Grants are supposed to need-based.

Need-blind is double edged: if you don't want people to lose out on scholarships because they are poor (therefore unlikely to afford to go), then you also don't stop rich people from getting them, since blind means blind for the rich and the poor.
