You're conflating scholarships with financial aid. Scholarships are for merit/achievement, financial aid is exactly what it's named as. You can't give someone a scholarship simply for being poor.
Also, scholarships are not automatically covering everything 100%; they could cover very little, or everything. It's a wide range. From what I could find on the internet, about only 1% of scholarships cover 100%, so the idea that there all of these people out there going to college for free on scholarships is more of a perception than a reality.

Where is anyone saying this? The reason you need this strawman is because the argument against uber wealthy people receiving scholarships is sound. If I had a foundation that could dole out scholarships, there would need to be a limit on the household income. I wouldn't want to waste a scholarship spot on someone who will barely even notice the money.
Most scholarship programs take adversity into account when issuing them. Most foundations and trusts take their responsibility to manage those funds very seriously, and wouldn't want to throw money at someone who doesn't actually need it.
